Also, note that the technical explanation of the WRERA is very clear that beneficiaries also receive the waiver if they are taking life expectancy RMDs. If under the 5 year rule, 2009 is simply not counted.

If a person had a distribution sent to them from a Benficiary IRA can they put it back in before year end?

No. The RMD relief did nothing to enable a rollback of the RMD for non spouse inherited IRA distributions. A distribution to a non spouse cannot be rolled over under any circumstances, and the legislation made no special exemption for one.
