The rules are stated in the regulations 1.409(a)(1)(9) but that is not the easiest way to find the information you need. The IRS rules give you the most flexible way of determining what can be distributed. The IRA custodian should have an explanation which shows how that custodian makes payments. They can be more restrictive than what the IRS provides.
