It’s my understanding that a non spousal ira owner such as a child must make a RMD this. I know that a individual RMD is waived fot 2009.

Non spouse beneficiaries generally must take an RMD every year. For 2009, no RMD is required. The same rule as for individuals taking RMDs from their own accounts applies.
