Qualifying for a Roth Conversion depends on your MAGI (Modified Adjusted Gross Income), which takes your RMDs back out of your AGI.
So the simple answer is no, RMDs do not count towards the conversion income limitation. This has been the case since 2005.

The RMDs from IRAs don’t count toward modified AGI for Roth conversions. If you have RMDs from a qualified plan, those would be counted.
