nondeductible ira contributions (deceased spouse)
Can a surviving spouse use the nondeductible contributions of her deceased spouse (in computing her taxable distribution) with regards to an ira that was inherited from her deceased husband?

Yes. The basis in a nondeductible IRA survives the death of the original owner and is transferred to the beneficiary.
