403(B) Plan terminations distribution options

When a 403(b) plan terminates, are there typically any restrictions on the methods in which the participants can take distributions? I know that they usually become fully vested and that early distribution penalties still apply. Sothe conditions change is it is group vs. individual contract? What is the best resource to gather such information the SPD??? Any sugggested good references or IRS Publications that cover this event. Thank you kindly for your insights.
