Can a person who is maximizing contributions to an employer sponsored Roth 403B also make Roth contributions in the same year?



Yes, contributions to an employer plan do not directly affect regular Roth IRA contributions. But note that the higher W-2 taxable income resulting from the Roth 403b contributions (vrs pre tax 403b) could result in the person exceeding the regular Roth IRA contribution income limits.
