IRA RMD to Roth?

Can an IRA RMD be converted to a Roth IRA?

No.
The reason is that RMDs are not eligible for rollover, and a Roth conversion is a combination distribution and rollover.

In addition, the first distribution in an RMD distribution year is deemed to apply to the RMD. For that reason, the RMD must be taken out prior to doing a conversion or you will have converted the RMD. That creates an excess contribution to the Roth IRA and a failed conversion to the extent of the RMD amount converted.

In summary, you must first take out the RMD, and then you can convert additional amounts if you wish.
