Railroad Retirement and Social Security

I have a client who is receiving RR retirement from her diceased husband who died 16 years ago. She has been working and paying into social security and is now 62 years old and she brought her statement to me to review. It says she could receive $900 p/mo and her RR survivor is $1,800 p/mo. She is losing 50% of that because she has $34,000 of reportable income. If she were to work less to keep her income @$14,000 would she stilll be eligible for her own SS or are they integrated? Can anyone answer this for me?
