If a participant is not a 5% owner, and therefore can delay taking RMD’s from his 401k until post-retirement, can he roll prior 401k balances that he is currently taking RMD’s on into the current plan to shelter them from RMD’s?

Yes, after taking the current year RMD AND if the current plan accepts such rollovers from former 401k or IRA accounts.
