Can the non-spouse inherited IRA owner disclaim an RMD for one year to the primary beneficiary who then disclaims to the contingent beneficiaries? Going from parent to parent to kids?

No. There is no provision to disclaim temporarily. If the original non spouse beneficiary disclaims (permanently) and was not shown as a per stirpes or similar manner, the death benefit would go to other beneficiaries named by the IRA owner, or if no other beneficiaries were named, the IRA agreement would have to be investigated for the default beneficiary, which in most cases would be the estate of the original owner.
