Just confirming that my client who turned 70 on 2/12/2013 can make a donation this year to a charity anytime during the year and he doesn’t have to wait until he truns 70 1/2.

No, he has to wait until he reaches 70.5 to the day for a QCD. That would be 8/12/2013 or later. He also should NOT take any other distribution before then if he wants the QCD to apply to his RMD because the first distribution taken this year is automatically applied to the RMD. The QCD can be more, equal, or less than the RMD, but the order of the distributions is critical.
