A son inherits a traditional IRA from his mother, who was over age 70 1/2 and taking RMDs. Can the son convert the inherited traditional IRA to a Roth IRA?

No. At this time an inherited IRA cannot be converted. This might be changed in the future as it would raise tax revenue.
