IRA Beneficiary (community property state)

Good Morning
Interesting question to start off the week.

Married Spouse, resides in California, is establishing an IRA. She wants to name her 4 children as primary beneficiaries but her husband is currently incarcerated and hence unable to sign the beneficiary form.

Has anyone encountered this type of situation?

All guidance is appreciated.

Isn’t there some prison advocacy source that can shed some light on how to get the signature? What if a joint tax return needed to be signed?  On a side note, since CA is a community property state, are there enough additional assets outside the IRA to satisfy husband’s 50% community property interest?
