UNI-K transfer to an IRA without retiring

Have a Pioneer Uni-k

54 yrs of age and still working in the same field, but don’t need the Uni-k any longer.

Pioneer investments will not let me transfer/rollover the Uni-k to an IRA unless I have a reason for the withdrawal;

terminated employment
over 591/2
disabled
RMD
Plan termination (have to file a 5500-EZ with in 7 months of termination)

I didn’t want to terminate the plan but only to transfer from the Uni-k to an IRA, is that no allowed?

its seem I cant even transfer to another Uni-k or self directed 401k from Pioneer, why isn’t that allowed?

Per IRS rules elective deferrals cannot be distributed until age 59.5 if the plan is still active. However, rolling out other balances such as funds you rolled in, matching contributions or gains depends on the plan provisions. Pioneer apparently requires the one of the 5 events listed. The last restriction you listed can probably be avoided by plan termination and starting a new plan.
