Those issues are completely at the discretion of the plan. The IRS writes regulations that may limit in-service distributions according to sub account types and the participant’s age. The plan document determines how and when those distributions occur as long as they do not violate those IRS regulations. For example, the federal TSP’s distribution rules are far more restrictive than most other 401k plans.
