A non spouse inherited IRA cannot be converted under current law, but with continued expansion of portability and considering that a non spouse inherited qualified plan CAN be converted to an inherited Roth IRA, it seems only a matter of time until this is changed to include inherited IRAs. Of course, a spousal beneficiary can simply roll over the inherited IRA to their own IRA and then convert it if they wish.
