does an individual that participates in an employer’s 403(b) plan that also is the owner of a separate (unrelated) business have two (separate) 415 limits? I know this to be the case with a 401(k)s. However I recall there being something unique in regards to 403(b) plans

Yes, the annual additions limit per Sec 415(c) applies per employer however for a 403b plan the participant is considered to be the employer. Therefore, if the participant has a solo K or self employed SEP IRA where they are also the employer, there is a single limit with the 403b plan. The 403b plan administrator is supposed to make an effort to determine if there are other plans in order to limit 403b contributions as needed, it is not clear how effective they are in doing that.
