Police officer in NY retires at age 52. Are any distributions from his 457 plan, prior to age 55, taxable with a 10% penalty?

DIstributions will be taxable (possibly exemptions on NYS tax) but there is no penalty. If any portion is a Roth 457 then most of the distribution will not be taxable.
