Good question. You cannot directly use any of them since they only apply to the individual applicant. Indirectly, if your situation is nearly identical of a prior ruling or if there have been enough of such rulings, taxpayers tend to rely on them but the IRS can always challenge. With respect to finding a specific ruling that you do not know the PLR # beforehand, you would probably need to locate a tax attorney who collects such info or subscribes to some legal service that categories the results and PLR #s that support them.
