isar or in service alternate rollover
There are some firms that seem credible that say if you are married and in an erisa 401k or 403b account, you can do a rollover using an in service alternate rollover, without penalty. don’t need plan document language for inservice withdrawal, or other exceptions.
This is a court ordered process, hire an attorney to do this.
Is this on the level?

Not likely. Appears to be a scam or a deceptive way of describing a QDRO for alternate payee.
