Individual (non spouse) inherited an IRA However he/she has a number of personal issues therefore doesn’t trust himself/herself with the inheritance
question
Is there any strategy or method (once a non spouse inherits an IRA) to restrict payouts?

You probably mean to restrict payouts to the RMD or similar. SInce the IRA was not left to a trust FBO beneficiary, the only way to restrict access to the beneficiary would probably be to seek a conservatorship for the beneficiary.
