US Citizen Living Abroad (dual citizenship) without US address – where can she find an IRA custodian who will remit withdrawals

Since the Patriot Act, it appears many US brokers are not accepting customers (and also severing relationships with existing customers) who are US citizens and have SSNs but no US permanent address. I have an elderly relative with small US IRAs. She is a US citizen as well as a citizen of her native country, to which she has returned to be near close family. What custodians will accept a custodian – custodian transfer of the IRA funds so they can remain IRAs? She wants them remitted to her US bank account along with her Social Security payments. She does not want to withdraw all the money and lose the tax-free interest accrual, or pay income tax on a total withdrawal of the funds. She just wants to continue to get periodic payments as in the past. Can she give me a POA, since I am a citizen and live in the US? We do not want to set up a sham address. Suggestions?
