Does your basis in your Roth IRA have to be there a certain number of years before withdrawing it penalty free and prior to 59.5?

Basis from regular Roth contributions can be withdrawn anytime without tax or penalty. However, basis from taxable Roth conversions must meet a 5 year holding requirement before it can be withdrawn without a 10 % penalty. Regular contribution basis comes out before conversion basis.
