non-spousal IRA beneficiary affected by provision in will
Will states that a beneficiary must survive a deceased individual by at least 45 days to be considered as outliving the deceased. Am I correct in presuming that does not in anyway affect a non-spousal IRA beneficiary?

Yes, you are correct. If a survival period was intended to apply to the IRA by the decedent, they would have needed to include that in the IRA beneficiary designation.
