Does anyone know the details of how HR 1007 and SB 972 (proposed retirement reform legislation) will impact the Roth IRA strategy? I understand these proposals will limit the inheritability of Roth IRAs to $450,000.



The competing bills in each house of Congress differ considerably. If there is eventual law enacted it will probably be a hybrid of the two bills and they differ considerably with respect to the non spouse beneficiary stretch. It appears that the result will apply equally to all retirement plans. The details need to be clear before any strategy can be developed.

  • If the stretch is eliminated, that would result in more bunching of income.  So we’ll see more Roth conversions.
  • A charitable remainder trust will sometimes be used as a workaround to replicate the stretch.
