If a direct rollover from the 401k to an IRA is done this year for someone subject to 401k RMDs, the plan must distribute the annual 401k RMD at the time of the direct rollover to an IRA. While a QCD from the rollover IRA can be done, it will not offset the 401k RMD or any IRA RMD unless the person already had an uncompleted IRA RMD from another IRA they owned all along. If this rollover is their only IRA, then IRA RMDs will not start until 2020, therefore a 2019 QCD would not offset any RMD income.

A QCD? No, a QCD is only allowed for an IRA distribution.
