If I want to transfer some of my SEP IRA to my Roth IRA does it have to be done by Dec. 31, 2019 or before April 15 2020?

When done by direct transfer it must be complete by 12/31. However, if you take a distribution paid to you personally from the TIRA on 12/31, you have 60 days to roll it over to your Roth IRA. Therefore, you could complete that rollover up to 2/29/2020, and the conversion will still be taxable in 2019.
