Yes. The new RMD provisions only apply to owner deaths after 12/31/2019. Later, when the designated beneficiary passes, the successor beneficiary will continue the RMD schedule of the designated beneficiary, therefore the better stretch will continue until the inherited IRA is fully distributed.
