Probability of Proposed IRS Changes in Life Expectancy Tables Becoming Effective in 2021

I would appreciate your comment on the likelihood that the proposed IRS changes in life expectancy tables will become effective in 2021.
Thereafter, I assume the new Uniform Life Table will apply to RMD’s beginning at age 72, presumably the first distribution year.

The IRS is gathering comments now on the proposal. Experts do not expect any meaningful objections and therefore expect the new tables to be activated 1/1/2021. Probability likely 95% plus. It will affect all RMDs from 2021 on, not just initial RMDs.
