CARES ACT and RMD and ROTH CONVERSION
With the CARES act waiving the RMD is it permissible to convert from a rollover IRA to a Roth without first satisfying the RMD amount?

There is no RMD for 2020, therefore conversions can be done from dollar one. Treat 2020 as a year before your RMDs ever began.
