RMDs are federal law. There are no states that have laws requiring RMDs not required by the federal tax law including CA. Some employer plans require RMDs earlier than federal law (for example those who are still working after RMD age), but even these are not statutory (IRS) RMDs, they are just plan RMDs and can be rolled over.
