In have a client who has asked me to take enough out of her brokerage IRA to cover her RMD from an IRA annuity. Is this allowed?

Yes, unless the IRA annuity has been annuitized and no longer has a prior year end balance. If the IRA annuity has been annuitized, the payments are considered to be the RMD for the IRA annuity.
