Can a special needs trust, named as a beneficiary for an inherited IRA, be disclaimed?
I noticed Fidelity mentions options for disclaiming as a spouse and non-spouse, but there’s no such mention for an “entity, estate or trust.”
For trusts it says “These beneficiaries must transfer their inherited IRA assets to an Inherited IRA.”
I take this to mean a trust can’t be disclaimed?

Beneficiaries of a trust or estate are normally able to disclaim their interests in the trust subject to possible state variations, which is what I think you are asking. I doubt that it is possible for a trustee of a trust to file a blanket disclaimer on behalf of all beneficiaries.
