Does an IRA Rollover (with no other income) require that a tax return be filed?
If a single person directly rolls an IRA from one custodian to another (the IRA is worth approximately $20,000), and there is no other income, does this taxpayer need to file a return?

If the funds were moved by direct trustee transfer, there will be no 1099R issued. The transfer is non reportable. However, if you receive a distribution check and do a 60 day rollover, you would have to file to report that the distribution was rolled over unless the distribution was small enough not to cause you to exceed the dollar filing requirement.
