Overfunded 403b

One of my clients overfunded their 403b throughout 2021 at $28,600. Have you seen this before and what is the best way to proceed?

Is it clear that the 28,600 is actually an excess elective deferral? Does client qualify for the age 50 catch up contribution or the special catch up contribution? If there is only one 403b plan here, the plan administrator should have controls in place to prevent excess deferrals from being made. However, if there is actually an excess deferral here, the excess amount should be requested to be returned with the earnings adjustment. If done by 4/18, this would avoid double tax on the excess. It is also possible that if there is an excess, the plan can decline to return it, but that situation is rather unlikely.
