Inherited Retirement Plan from a divorced mother with no named beneficiary with two surviving minor children

Client’s daughter passed with and IRA and a state pension with lump sum.   No named beneficiaries and no will.    Two minor sons.   Can a probate judge order those pretax funds to into a bene IRA for her minor sons?
