IRA Withholding Notice
Recently a custodian I deal with sent out withhodling notice to all IRA accountholders stating the follwing whether or not they are taking distributions. It is a tax withholding form.
Federal income tax regulations require IRA account holders to be informed of their right to waive or elect a different withholding rate prior to taking a distribution.
Is this true? I cannot find any such regulation.
Thank you.

Basically correct. See other thread.
